Rodolphus Lestrange got out of Azkaban eventually. Theodore Nott is still on the loose. Plenty of others. I don't remember all their names, but they're in the Ministry registry. Not to mention all his supporters who wouldn't outright become Death Eaters. I'm sure you haven't forgotten the name Dolores Umbridge.

Still in Azkaban. She could be having someone act on her orders. Unlikely, though. There were others like her. All the Ministry officials at the time Voldemort took it over. You could ask Percy if he knows of anyone.
